This LACT unit exemplifies a comprehensive turnkey solution designed for Lease Automated Custody Transfer (LACT) operations. This unit includes an integrated electrical and controls building and underscores our commitment to collaboration with our clients. Through the collective efforts of Sky Eye’s Engineering and Design teams, we have delivered a tailored solution that aims to standardize LACT packages for deployment across various sites in Western Canada.

This project demonstrates Sky Eye’s dedication to delivering client-focused solutions in Lease Automated Custody Transfers.

Scope and Specifications:

The complete LACT package is mounted on a 630 sq ft steel frame featuring a climate-controlled building divided into a process area and an electrical controls room.

LACT Components:

The design incorporates the following components:

  • Custody transfer metering using a Positive Displacement meter.
  • BS&W measurement is achieved with an inline Phase Dynamic analyzer.
  • Sales oil density is monitored using a Coriolis meter, and an online proportional sampler provides monthly crude quality samples downstream of a static mixer.
  • Data from these devices ensure quality and measurement assurance for our customers.
  • Crude transfer is facilitated by a customer-supplied Electric drive Positive Displacement shipping pump, with pump flow rates controlled by a VFD via the on-skid PLC, designed to meet AER Directive -17 requirements.
  • An overhead beam trolley enhances maintenance accessibility by facilitating easy access to the pump/motor within the specified area classification.

Electrical Room Features:

  • All communication and power distribution components are housed within the designated electrical room.
  • A 250HP Variable Frequency Drive (VFD) and VFD Harmonics filter ensure efficient motor control and power management.
  • The system features a PLC Panel, communications panel, and firewall PLC panel for seamless integration and control.
  • Power safety is ensured by disconnect breakers ranging from 25A to 400A, a main splitter, and a 450A main disconnect breaker.
  • Flow measurement data is collected and calculated using an OMNI flow computer, with data transmitted daily to our client’s accounting and operations teams

Safety Measures:

This LACT includes fire eye flame detectors, gas detection devices, smoke alarms, heat rate of rise detectors, and ambient building temperature sensors are installed throughout to enhance safety and operational integrity.

By collaborating closely with our client, we have set a foundation for the development of standardized turnkey LACT packages, poised for deployment across multiple sites in Western Canada, enhancing operational efficiency and reliability for our valued clients.

Compliance and Challenges:

The package is designed to meet B31.3 and CSA Z662 specifications using 600# components to ensure compliance and reliability.

Challenges related to area classification and the proximity of Cl1 Div2 areas to General Purpose electrical areas were effectively addressed through engineering interventions, including adequate air exchange/ventilation and sealing of penetrations to meet regulatory standards.
